BWO statement on the preliminary draft of the site development plan 2020 for the German North and Baltic Sea

The Federal Association of Wind Farm Operators Offshore eV (BWO) has submitted a statement to the Federal Maritime and Hydrographic Agency (BSH) on the preliminary draft of the 2020 area development plan for the German North and Baltic Seas.

Core content:

  • We welcome the fact that the draft fixes areas for 20 GW and gives an outlook for 40 GW by 2040.
  • We see further potentials for the generation of offshore wind energy not yet included in the FEP in the territorial sea of ​​the Baltic Sea.
  • The green hydrogen described in the National Hydrogen Strategy from up to 5 GW of additional offshore capacity makes it necessary to identify other other energy generation areas.

Main criticisms:

  • We criticize the fact that possible conflicts of use, for example with military training areas or nature conservation, are not necessarily resolved in favor of cheaper and green electricity generation.
  • The designation of the other energy generation areas is far below the requirements defined in the National Hydrogen Strategy. The two areas also do not meet the requirements for economic operation (SEO-1).
