Federal Council resolution: Improve the framework conditions for implementing the expansion targets for offshore wind energy

March 22, 2024

The Federal Council today approved a motion for a resolution submitted by the federal states of Lower Saxony, Bremen and Mecklenburg-Western Pomerania, which calls on the federal government to improve the framework conditions for implementing the expansion goals for offshore wind energy.

“It is very good that the Federal Council is taking a close look at the mutual effects of energy policy and industrial policy decisions, because extensive investments are needed in order to be able to realize the expansion goals at all,” says Stefan Thimm, BWO Managing Director.

“There is obviously a significant valuation difference between the Decision on the federal government's national port strategy last Wednesday, which did not contain any concrete funding commitments - and the federal states' motion for a resolution adopted today by the Federal Council, which clearly states (point 7): "The Federal Council asks that the proceeds from the tenders be used in the short term for the necessary industrial policy measures, in particular the expansion of the port infrastructure and to train skilled workers.”

“The offshore value chain urgently needs industrial policy signals to prepare for the impending global rush for the limited resources and production capacity for the expansion of offshore wind energy. This includes, for example, logistics, including for the production of large, heavy system components, the training of skilled workers and, above all, secure financing for the expansion of the ports and their hinterland connections,” says Thimm continue.

The EU has already emphasized ensuring the implementation of the projects in the wind power action plan. By accepting the application, the Federal Council has also called for this today, which the BWO welcomes.

The expansion of wind energy at sea will play a key role in the future energy supply system based on renewable energies. In German marine waters alone, 30 gigawatts are to be realized by 2030 and 70 gigawatts by 2045; The EU-wide target is 60 gigawatts by 2030 and 300 gigawatts by 2050.
