Irina Lucke

Chairwoman of the Board

Irina Lucke is the Managing Director of Omexom Renewable Energies Offshore and Head of the Offshore Division. She has been involved in the offshore industry since 2006. It all started with Germany's first offshore wind farm, Alpha Ventus. In 2010, she took over the technical project management for the Riffgat offshore wind farm and in 2013 the technical management of EWE Offshore Service & Solution GmbH (EWE OSS), a service provider for project development and maintenance of wind farms. In addition, Lucke took over the management of the Trianel Borkum II offshore wind farm in 2015. In December 2020, EWE OSS was sold to VINCI Energies Deutschland. Omexom Offshore has technically planned and implemented three offshore wind farms and is responsible for the technical management of around 4.5 GW in Germany, the Netherlands and Belgium.

Till Frohloff

Till Frohloff is an experienced managing director with extensive expertise in technical operations management and occupational safety. He is also the chairman of the Operations Committee in the BWO. Since March 2023, he has been Managing Director of Nordsee One GmbH, where he is responsible for occupational safety, all operations and asset management. Previously, he worked as O&M Manager at Northland Power Europe GmbH, where he headed the management of operations, maintenance and monitoring of the Nordsee One and Deutsche Bucht offshore wind farms and, following the insolvency of the wind turbine manufacturer Senvion, was responsible for full service for the Nordsee One wind farm as site manager.

He started his career in 2008 at RWE GmbH, where he developed the O&M strategy for Nordsee One, negotiated and implemented maintenance contracts. He holds a degree in mechanical engineering from Leibniz University Hannover.

Holger Matthiesen

Holger Matthiesen is Director Offshore Wind & Green Hydrogen at the Hamburg-based infrastructure investor Luxcara. For Luxcara, his projects include the Waterekke (1,5 GW) and Waterkant (300 MW) offshore wind farm projects in the German North Sea. Matthiesen has extensive international experience in offshore wind energy and renewable energies. Previously, he held senior positions at Aker Horizons and Mainstream Renewable Power, where he was responsible for offshore wind development in Europe and emerging global markets. Further career milestones included RWE Renewables and E.ON Climate & Renewables. Matthiesen was elected as a new member of the BWO Executive Board on October 15, 2025.

Jörg Kubitza

Chief financial officer

Jörg Kubitza has been Managing Director of Ørsted Germany GmbH and Country Manager of Ørsted in Germany since April 2021. Before joining Ørsted, Kubitza was Managing Director of the German renewable energy business at the Czech energy supplier CEZ A/S until the end of 2019, where he was also instrumental in setting up the renewable energy division in Germany and France as Head of Strategy. He was able to build up his expertise in the field of offshore wind power in particular during his time at Mitsubishi Power Systems and later at MHI Vestas, where he was responsible for managing the strategy and corporate development department from 2014 to 2016 and supported the successful expansion in Germany and APAC. Kubitza is a qualified lawyer, lawyer and mediator.
