Statement: Second offshore tender in Germany has started

28. February 2023

We are pleased that the Federal Network Agency has now also opened the tenders for the centrally pre-examined areas. The tender volume is comparatively small at 1,8 GW. Yet it is by no means insignificant. Because the functionality of the qualitative criteria anchored in the law can be tested for the first time. We will get an impression of whether and to what extent these criteria can prove themselves. Our thanks go to the employees of the Federal Network Agency, who have made great efforts in recent months to make the criteria more measurable and the bids more comparable. The legal certainty of the procedure is of great importance to the BWO.

Hintergrund:

Yesterday, the Federal Network Agency announced the tenders for centrally pre-examined areas. For the first time, decisions will not only be made on the basis of the bid price, but also qualitative criteria and their fulfillment by the bidders will be used to compare the bids.

The criteria are:

  • Contribution to the decarbonisation of the expansion of offshore wind energy;
  • volume of supply of energy generated on the advertised area,
  • foundation technologies used and associated noise pollution and sealing of the seabed,
  • Contribution to securing skilled workers.
