First tender with qualitative criteria – enabling new companies to enter the market

Press statement by Stefan Thimm on the tender results of the offshore wind auctions for the centrally pre-examined areas
August 10, 2023

“We congratulate RWE and Waterkant Energy GmbH on their successful bids for the advertised areas. The results bring us a decisive step closer to the target of offshore wind energy expansion of 30 GW by 2030. Entry into the German market by new energy companies such as "Luxcara" show: the German market is attractive for investors and there is confidence in offshore wind energy as the energy generator of the future," says BWO Managing Director Stephen Thimm.

“The focus should now be on realizing the projects that have been won. The "Federal regulation on transformation technologies" published last week makes it clear that the federal government is open to financial support for the European value chain in expanding the urgently needed production capacities. As an industry, we very much welcome that. However, this regulation must also take account of the cable manufacturers and the shipbuilding industry. These are also of crucial importance for offshore wind energy Thimm continue.

The Federal Network Agency today awarded the centrally pre-examined areas. For the first time, qualitative criteria were used as a basis for evaluation in addition to the bid component. Three of the four advertised areas with a total capacity of 1,8 GW went to RWE. Luxcara GmbH, an asset manager for renewable energy and infrastructure investments based in Hamburg, won the smallest area of 270 MW and thus established itself as a new player in the German offshore wind energy market. A total of €748 million was offered for the space.
