The second round of tenders for offshore wind energy again confirmed in April 2018 that zero-cent bids are possible for offshore wind farms. According to the current legal situation, zero cents are the maximum price for all further tenders. This means that there is no way of differentiating future bids. It is also obvious that zero cents cannot be adequate for every park. In particular, the parks that will be further away from the coast in the future will probably not be able to be refinanced with the proceeds from the electricity on the exchange. In order to be able to build offshore wind farms in Germany in the future, an alternative surcharge mechanism must be developed.
