The new EU Offshore Renewable Energy Strategy (ORES) also contains many questions relating to marine spatial planning, with an increased focus on the possible co-use of available sea space, the financing of offshore wind projects and the sharing of costs and benefits of cross-border projects the EU Commission remained unanswered.
