Press Release: Roadmap is an important step for resilient supply chains  

Berlin, August 5, 2025. The German Offshore Wind Energy Association (BWO) welcomes the roadmap for resilience and diversification of strategic supply chains in offshore wind energy published today. The initiative, developed jointly by the Federal Ministry for Economic Affairs and Energy (BMWE) and industry stakeholders, sends an important signal for greater security of supply and investment stability in the expansion of offshore wind energy in Germany. 

"Offshore wind energy is a key pillar for the future energy supply and competitiveness of our industrial location. This makes it all the more important to reduce systemic dependencies and act strategically with foresight," says Stefan Thimm, Managing Director of the BWO. "We thank the BMWE for the close involvement of industry in developing the roadmap and see this as an important first step towards more resilient value chains." 

The roadmap addresses the supply of the key component permanent magnets and the associated rare earths, as well as their processing. The goal is to enable a predictable diversification of these supply chains through concrete interim targets and appropriate funding instruments. This creates investment security for new production capacities along the offshore wind value chain. 

This is also due to the national implementation of the Net Zero Industry Act (NZIA). In the future, qualitative criteria – including the resilience of supply chains – will play a greater role in the auction design for offshore wind farms. 

Transparency and ongoing dialogue are crucial for the implementation of the roadmap. "Now it's crucial to consistently continue on the path we've chosen – with clear communication about progress, emerging challenges, and other critical components where action is needed," Thimm continued. The association will constructively support the further process.
