Press release: Holger Matthiesen of Luxcara joins the board of the German Offshore Wind Energy Association
Berlin, October 15, 2025 – The German Offshore Wind Energy Association (BWO) has elected Holger Matthiesen, Director of Offshore Wind & Green Hydrogen at Luxcara, to its Executive Board on October 15, 2025. He succeeds Jost Backhaus, who is leaving the board due to his move to the JUWI Group.
"Holger Matthiesen brings valuable international experience in the development, construction, and operation of offshore wind farms. He knows the industry from a variety of perspectives and represents the close connection between industrial practice and investor interests. With him, we have gained an ideal addition to the BWO Board at a time when we are jointly developing solutions for a robust supply chain and competitive investment conditions," said the BWO Chairwoman. With Holger Matthiesen, the German Offshore Wind Energy Association (BWO) has gained an internationally experienced manager in the offshore wind energy industry. Matthiesen has been Director Offshore Wind & Green Hydrogen at the Hamburg-based infrastructure investor Luxcara since the beginning of 2024. For Luxcara, he is developing, among other projects, the Waterekke (1,5 GW) and Waterkant (300 MW) offshore wind farm projects in the German North Sea. Previously, he held senior positions at Aker Horizons and Mainstream Renewable Power, where he was responsible for offshore wind development in Europe and emerging global markets. Further positions in his career included RWE Renewables and E.ON Climate & Renewables.

BWO Managing Director Stefan Thimm thanks outgoing board member Jost Backhaus for his many years of service to the BWO: "Jost Backhaus has supported the association with great commitment and provided important impetus for industrial policy. His expertise and pragmatism have shaped the BWO decisively in recent years. We extend our sincere thanks and wish him much success in his next role."
The BWO Board also includes Chairmen Irina Lucke (Omexom Renewable Energies Offshore), Deputy CEO Till Frohloff (Nordsee One) and Chief Financial Officer Jörg Kubitza (Ørsted Germany).
The board sets the strategic guidelines for the association's work and represents the interests of the industry vis-à-vis politicians, administrators and the public.
