“We are pleased that the tender for the German Federal Network Agency has now been officially announced for the areas that have not been centrally pre-examined. We see the significant reduction in the bid levels, as requested by the BWO during the consultation, as an important step for the operators. The current level of the bid levels is more in line with our ideas,” says BWO Managing Director Stefan Thimm. However, the BWO continues to be critical of sticking to an uncapped bid component.
Background: The tendering procedure for the areas that have not been pre-examined centrally provides that a "dynamic bid procedure" should be carried out in the event of several zero-cent bids. In this process, the bidders have to announce their willingness to pay, and the bidder with the highest willingness to pay is awarded the contract required by the BWO. The BWO also continues to criticize the fact that the amount of the bid component is not capped.
