BWO recommendations for the national hydrogen strategy

From the perspective of the BWO, the measures from the Climate Protection Program 2030 and the Gas Dialog 2030 are not yet sufficient to effectively stimulate the hydrogen economy in Germany. Without concrete measures in the national hydrogen strategy, the profitability of hydrogen solutions cannot improve, which means that Germany will not be able to maintain its international pioneering position.

The BWO has therefore issued a recommendation for the creation of the national hydrogen strategy to the Federal Ministry for Economic Affairs and Energy (BMWi). In our opinion, special attention should be paid to the following four measures:

  • The demand for green hydrogen in industry and transport should be stimulated
  • Hydrogen production by offshore wind power plants should be given special consideration
  • Electricity from renewable energies for hydrogen production must become cheaper
  • In the future, the real laboratories should place a special focus on hydrogen solutions

Significant national investments in green hydrogen production are also required, with the temporary focus on blue hydrogen being reconsidered. In combination with an effective CO2 price, a cost-efficient market ramp-up of green hydrogen with capacities in addition to the expansion target of 20 GW by 2030 agreed in the climate package can, from the BWO's perspective, be achieved most easily using a model of centralized tenders. The BWO is currently discussing various model versions for coupling offshore wind power plants and electrolysis projects and will present these in a statement at the beginning of next year, together with a detailed statement on the implementation of the national hydrogen strategy.
