BWO Discussion Paper: Strengthening the Market and Investment Framework for Offshore Wind

Offshore wind is the backbone of the energy transition: high full-load hours, predictable output, and security of supply in winter. But after the failed auction in August, it's clear: Germany urgently needs a reform of its investment framework.

In our new discussion paper, we propose concrete measures:

  • Introduction of two-sided Contracts for Difference (CfDs)
  • Planning security through continued binding expansion targets
  • Focus on energy yield instead of installed capacity
  • Realistic completion deadlines and graduated penalties
  • 35-year permits and continued operation of existing plants
  • Cooperation with neighboring countries in offshore wind expansion
